Joint brief filed by NASCA , GCI Communications Corporation, and the Oregon Fishermen's Cable Committee Argument: The failures of the Oregon Department of Land Conservation and Development Commission to follow statutory procedures in amending Part 5 of the Oregon's Territorial Sea Plan (TSP) has resulted in a TSP that needlessly increases known risks that uncoordinated renewable energy facilities will damage numerous submarine cables landing in Oregon, which the federal government has designated as critical infrastructure.
